Add your business in the websites like Yellowpages. Citation flow can be increased if you started getting local organic visitors through local branding of your business in the local business listings.

Each city or county or country has its own set of business listings. Try adding the business in all the business directories.

Branding helps to increase the citation flow.
List your business in all the local directories or third level of search engines.

Google loves when a business gets its local visitors.
I don't think reviews helps.. Does it?

Business listing helps to increase the citation flow.

For example:
If you're location in India and want to improve your citation.
Search in Google-> Business listing India
First go adding the business in your locality
Then add by state and then country.

Reviews helps in getting the website up in the top search rankings.
Nowadays Google started reading the reviews before taking the website to the top 3 position.
